Pretty sure that the rule they were breaking in spygate was that they were filming from their own sidelines. So they were fined for where they were filming, not what they were filming.
They gained no competitive advantage because all teams would actively take notes or tape opposing teams sidelines, Pats definately werent the only ones.
Just as now with the saints alot of ex players are saying how they had something similiar in their locker rooms, after spygate alot of coaches and ex coaches came out and said every team in the league does the same.
You cant fine every team and take every teams 1st round pick, So the Pats who were first to be complained about were made an example out of so others teams knew it was best to stop.
Likewise the NFL isnt going to investigate every team about these bounty programs and unleash a PR nightmare that the league is full of thugs out to seriously harm each other, so they are gonna make an example out of the Saints so that other teams know to stop if they are doing the same.
