This only works if all European leagues follow suit.

So if the PL changed their window, it wouldn't for example stop Barca poaching Coutinho after the window shuts - it isn't a "transfer window" as such it's just a date when players have to be registered by - so Liverpool maybe be forced into selling, but the new rules would stop them buying a replacement.

PL should just start the season 2 weeks later.
