if you send in gbp it will be more than that - even at normal rate that's way too low, and they don't give you a good exchange rate. you can't make him eat the cost though.

he's mistaking GBP for EUR

It's $31.20 at current rates, but PayPal adds fees etc so best way is to send him £25 GBP and pay all fees yourself
