Did you restart the client after swapping the RankDiodes.png file?
A general process for creating colored note borders is to create a .png file with 14 colored borders side by side (1). The borders should be roughly the same size as your pods (2). The whitespace between the borders should be made transparent (3). You can position the borders in layout.xml (4). Replacing the \Graphics\NewTable\Common\pod\RankDiodes.png file with this new file should then give you colored note borders. You will probably have to fiddle with the size/thickness of the borders and/or the position of the borders in layout.xml in order to get everything to fit together.
(1) You can do this in Inkscape and export the image as a .png file
(2) The size of your pods is determined from layout.xml:

For example this sets a pod size of 117x34. Each of the 14 rectangles you create in the .png file should be roughly 117x34 in order to wrap around the pod.
(3) Once you export the image to a .png file you can open it in an image editor and re-save it as a .png file. The image editor will have an option when saving a .png file for making a single color transparent.
(4) If you do not use badges you can position the border on your pod by adjusting the x and y values here:

x=0, y=0 is a good starting point
