enabled by that board. That is, the common board has three low ranks (fours, sixes, and eights).

Perhaps not. In order for there to be a low, someone needs a starting hand with at least two low cards other than fours, sixes, and eights.

Sure. When the common board has either four or five
different low ranks, then anyone with a hand containing one of the low ranks on the board plus another low rank not found on the common board has a hand with a "live" low.
For example, if the common board were 10,2,4,6,8, anyone with an ace plus either a 2, 4, 6, or 8 would have a low with a "live ace." (His/her low would be 86421).
