There's a possibility both of them have the nut low but Hero can't re-raise because of the possibility one of them has turned a full house. Either or both of them could have the nut low draw with the heart flush, or the nut low draw with a trey.
I'd call.

You can't fold this and you want to keep it as cheap as possible. Check/call seems right to me. I'd more or less expect a bet from CO. It's possible CO has the nut low plus a non-nut heart flush and will check behind. But if that is the case, you only miss half a big bet by not betting.
On the other hand, if you bet, get raised, call, and get scooped, you lose two big bets.
Or if you check, CO bets, and you get scooped, you lose one big bet.
(Betting, planning to scoop, is unrealistic).
Check/call seems the best choice.
