Typical loose/passive low-limit O8. I hold Tx4h3x2h with a free play out of the BB. 5 ways to the flop of:

ax th 8x. I check, 2 checks, next guy bets, all call. To the turn:

ax th 8x 5h. I lead out. 4 calls. River:

ax th 8x 5h 3h. I bet again. 1 fold. 2 calls. Now the button raises.

I...???

3 bet the people who called are not folding. If they had a wheel or nut flush they would raise.

Normally I would agree with this line but in passive games I'd prefer to just bet whenever I can because too much value tends to slip thru your hands otherwise.

I could go with leading flop but I like rest of your line. I'd just call river now as it looks like it'll be 4bets a ton of the time on river if you 3bet. Unless you have reads saying they can't fold made hands trapped in the middle.

Reraise river. Sometimes button is raising wheel and you get a J high flush to fold.
