I feel like my ideas are old fashioned and possibly passe. But my philosophy is whether or not to raise depends more on the nuances of the particular opponents you're facing than the cards you hold.
There are 16,432 uniquely different Omaha or Omaha-8 hands. AA23ds, or (A3)(A2), is only one of them, presumably the best of the Omaha-8 starting hands, but even with the best Omaha-8 starting hand, you might not want to raise. Or you might want to raise with a crummy starting hand. It just depends on the effect your raise will presumably have on your particular opponents.
Do you want all of your opponents to fold? Do you want only particular opponents to fold? Will raising cause particular opponents to fold? Will raising merely serve to increase the size of the pot?
Playing fixed-limit, you can easily get stuck in a pot because of the size of the pot relative to the size of the bet(s).
Anyhow, here's a list of all the uniquely different Omaha-8 hands, ranging from the best, (A3)(A2) to the worst 2222.

Which ones do you raise with? I think it depends on the situation and your opponents. The game is Omaha-8, but you still have to "play poker."
