I hope this question makes sense.

I just started reading this book. So far its been good. If you have a villain that is playing more of an exploitive style and is not paying attention to hero's frequencies and tendencies over sessions (assume a lower stake game). Is it not in Hero's best interest in this specific case to play more of an exploitive non GTO style. Where playing more balanced lines will have less of an effect due to villain not paying as close attention to hero's betting tendencies?

How can you have a villain who is playing exploitatively, who at the same time is not paying attention to hero's frequencies? Do you mean 'exploitably' instead?

Regardless, I think your underlying point is correct - if your opponent is not playing GTO, playing GTO yourself is rarely the best course of action. However, if you are not sure HOW your opponent has deviated, and therefore cannot optimally deviate yourself, then as a baseline that will not lose you money GTO will still be the best course of action.
