No. The Senate could have chosen not to revive TPP if they wanted to deal Obama an embarrassing loss. It appears they are even going to let the house vote on TAA again as part of the deal.

Why not let him talk it up a bit more and take a little more heat for it from his own party, sowing discord, then bring down the hammer? The up and down vote in both houses would be perfect. The leadership can keep it under their belts completely until just before the vote, then issue marching orders. NO because r1-rx.

The TPP fast track authority received 60 votes. A nice achievement for leadership with no margin for error.
