the President of the temple's Son has said a "American Extremist" broke into the building and started shooting according to a phone interview on CNN just 30 mins ago,

Although police have not confirmed anything about the shooter's identity,

one news agency reports 4 have been killed

What is the procedure when doing such negotiations ?
I hope it's: "promise and give them anything they want and then shoot them anyway when hostages are safe".

Negotiations are typically little more than a stalling technique until your teams can get in position, then the negotiators job is to make the hostage taker as mentally disarmed as possible before pressing the GTFO button.

Of course if you can talk him into surrender, that's cool too.

a spokesperson at Froedtert Hospital has said 3 people are in critical condition, 2 having suffered gunshot wounds to the face, according to CNN

So out of four people shot we have a Police Officer, The Shooter and Pres of the Temple. That leaves just one other person in the temple that is likely the fourth.

Sounds like a targeted shooting, otherwise I think we'd see quite a few more shooting victims. The fact that the gunman only shot two people in the temple doesn't really point to some attempt at a mass killing.

Looks like an update since this post. Now reporting seven dead so probably more of a random killing then.
