Spicer said that existing settlements are not a problem to peace but that expanding settlements would pose a serious problem.

I think that's consistent with what the NYT reported yesterday about Trump telling Israel to stop new settlements.

My interpretation of the article is that there is a pretty big split between the various groups that are advising the President. For the time being, the combination of folks who either (a) don't want any executive action or (b) want action eventually, but have other priorities atm won. If the coalition shifts down the road, then we could either see the return of a very aggressive executive order.

The most likely outcome, imo, is that at some point Trump gets convinced that he has to throw some more red meat to his base, so he signs something that doesn't go as far as the draft order, but still allows for some pretty nasty outcomes (allowing more discrimination by religious entities, adoption restrictions, etc).

It looks like Pence probably pushed for some anti LGBT executive orders and Trump's children/advisers/blind trust administrators put the kibosh on it. The whole never reaching the President's desk is just some face saving, "just kicking the ball around" type of stuff.
