No I don't. It's 1-1 instead of 1.5x. You get paid later instead of now. Your vacations are still at the employer's will. This might help 1% of workers, hurt 10-20% and not affect the rest. That's a terrible tradeoff.
You don't have to force someone to accept comp time, you just don't offer them overtime if they always ask for pay. It's that simple. If you don't think corporate bean counters would put pressure on managers to get their workers to accept comp time, then you don't know large corporations at all. Same goes for tightwad small businesses.
I know for fact that most of the SQA testers at my company never claim overtime, even though they're contractors who only get 1x overtime, and sometimes they work 80+ hours in a week. It's understood, but never spoken of course, that their 3-6 month contract won't be renewed if they bill over 40 hours. The carrot is a permanent salaried position if they're good and play ball for a few years. (Where they do get 1.5x overtime, but need manager approval for it.)
It would be trivially easy for any company to set up the same *unspoken rule* about comp time versus overtime pay.
Govt isn't run for a profit. For example, Medicare doesn't tie claims adjusters bonuses to how many claims they deny. Etc.
