I am late to the party here but I will dive in anyway...

Fixing social problems is always a good thing. There are social problems that disproportionately (or even only) affect black people, and certainly those problems should be addressed. But why should we focus particularly on those problems which affect mainly blacks (as the new African American Education office will do)?

1. There are problems that affect black kids particularly
2. There are other departments that focus on the needs of other disadvantaged groups.
3. There are many posts that would help you learn just what exactly this executive order does, and what it establishes, and what it's progeny is going to do.
