Second of all, it turns out I am going to have to indeed bust out a dictionary definition of racism for you because "Treating people differently than another" is not. So let's review (courtesy of dictionary.com):

So I'd like you to tell me something without resorting to one of your ridiculous hypotheticals. First, if this office were to succeed and managed to raise the graduation rates of black students (who consistently fall short of nearly every demographic in terms of graduation rates, especially when compared to Caucasians), would this be a bad thing? Is it racist to try to help a certain class of people who seem to be benefiting from the system less than others?
