We were considering seeing the hills last August/September, I seem to recall it wasn't the best time of year as you get into the rainy season so they become green and you lose the effect, but I could be remembering wrong. Definitely on the list for a future trip, there is so much to see in the islands and my fiance is pinay so I'll be holidaying there a lot over the years.
There was a new agreement signed last year between the Philippines and America and the Spratley Islands definitely got name checked on or around the Obama trip to the islands last year. The problem is the Philippines doesn't have the resources to contest the islands and China is shoveling hundreds of millions, including literally building up the islands to then build upon them, at seizing the contested islands.
Short of America giving considerably more aid there isn't much that can be done and frankly the country has bigger problems. They are still not even close to rebuilt after Haiyan in 2013, let alone being ready for the next huge storm. They need to become an economic powerhouse, not a military proxy, imo. The country has so much going for it to compete, improving the lives of everyone.
