Im pretty sure this is how things would go down in an actual AC society. They claim that unpopular laws would be more costly to enforce, I don't see why this subjectivity wouldn't also effect the equitable enforcement of social norms(ie AC laws) for different individuals. So Mark got drunk and ran over Larry on his way home from the bar, but Larry was fat and smelly and we think he had herpes and no one liked him. Does anyone really want to shoulder the cost of prosecuting Mark?
