If I had some sort of professional obligation to write a response to that question for a Republican member of Congress, and if I had to frame the answer in terms of the Second Amendment, that's pretty close to what I would say.

If you were were to list the 500 most outrageous statements about guns ever made by a current member of Congress, I doubt this statement would be on the list.
