You mean like the means of production? In the modern world the means of production are things like home computers, a decent suit and your brain, all of which most people have lying around their house and don't require significant capital to acquire - which is why "capitalism" is an odd name for what we have.

Its absurd. Compare two men, one has to live off the products of intellectual capital, and one has to live off the products of material factors of production. One has a car, a house, food, the other starves/freezes to death updating facebook with no car or clothes.

In the hypothetical that you're only allowed one or the other, you don't have the car, house or food without applying intellectual capital either.

In the real world where we have both, the important thing is that no one is shut out anymore because everyone owns significant means of production.

Pretty sure it's just a varient of "human capital". A suit, of course, doesn't produce anything, just like having good parents or a degree from Harvard. Intellectual capital is meaningless without a structure to support it (bloggers get paid nothing without Google Ad Sense or Patron) and even then it's just the equivalent of saying anyone can make it in Hollywood, therefor we're all potential movie stars. While theoretically true, it's practically not a solution.

Will be interesting to see if there is any fallout after the inquiry from the fact that many Libyan exiles and British-Libyan citizens were able to travel freely between Libya and Manchester to fight against Gaddafi despite having previously been under counter-terrorism control orders and being members of LIFG - declared a terrorist organisation in 2005. Orders were lifted in 2011 and people had their passports quickly returned.
