Given more time I would agree kicking the PAT is correct. But less than one minute left and 2 combined TOs? No. Not even close. Go for 2 all day.

But at some point you cross the line of when you should still kick for 1 and just think in terms of maybe getting the ball back for FG in the situation where your D gives up TD
Maybe 2:00 with 2 TO's let is that line.Maybe it's more. Certainly depends as well on the success of the defense that day. If it's some crazy high-offense game that's 60-56 and the D have been borderline helpless then it goes up. If it's 10-6 and the offense is pathetic then go for it.
