1. Tough to answer as this depends how many teams everyone is likely to buy, to be safe id suggest you have at least 15 but a few more is ideal.
2. That depends on the league and you can start as low as 0.01 if you wanted.
3. You sure can. There are some websites you can use too.
4. No. Can't do this as that favors the top team and you'd have someone bid that cap right away leaving everyone else wanting that team to have worse expected value. The total pot will limit the max bid. For example if 15 teams sell for a total of $15, it's unlikely people will bid $100 on some 5 seed or something.
5. Our league sells all 4 13's as a group, all 4 14s as a group and all 8 15s + 16s as a group.
