Given your line preflop I don't think raising at any point makes much sense. I guess maybe flop.

The same reason we can't have a set of 2s - we haven't played the hand like JT. I would say fold flop.

He bets small on the river hoping for a crying call since the hand has been played so weakly by the hero.

bet 11/fold turn, fold river. youre playing t9s OOP so you need to be taking initiative with at some point as c/cing and folding when we miss is jsut spewing money away

this is pretty much it.

Might as well XF flop is you are going to play your hand this way on turn/river because XC isn't going to be +EV imo.

First off, flop is obviously a fold most of the time.
If you go for the occasional oop float then this i definitely a turn you have to donk or check raise.
What's up with all the talk about check raising river? He doesn't have to be weak at all. He just has to figure we have a weak hand to be making that bet. And we also don't really represent anything. When you get there like this I would just fold.

That's 2, max 3 combos of JTs that isn't raised on flop or turn. Not that we get like this to the river with that many hands, but it's a lot more than that. Choosing a few bluffs from that range shouldn't be difficult to pick some with blockers.

If i dont c/r flop, I would def c/r turn and then fire all rivers.

If I were you
I will do C/R in turn. If you just CALL that would be too wasted so strong HAND, still be inferior to flop before direct FOLD. To analysis from EV, FLOD and CALL are not good ACTION.
So C/R
