Playing pocket pairs in late position is not GTO. But making a set is so sneaky that it seems crazy not to try for one. People will go all in with two pair. They will also go all in with a straight on the river, but you have a chance of getting a full house without risking too much money.

You mean should you call a raise with small pairs when facing a single raise in front of you?

Stack size and player tendencies will greatly affect this but in general if the raise is for less than 1/10th of the remaining money you can profitably set mine.

If you are in late position in an unopened pot you should be opening them obv.

Calling small pp even in position vs good players HU is generally -EV, though it is ok vs fish or bad regs.
