Live 1/2 NLHE, $200 max buy-in

Hero (BTN): $150 effective, just sat 3 orbits ago, never played in this room before
Villain (SB): Lowest VPIP at table, seems fairly aggressive, no better reads yet
Fish (UTG+1): Extremely loose/passive, plays every hand for almost any amount

Hand: QTo

Fish limps, folded to hero who makes it $8, villain calls, fish calls.

Flop Q73r. Check, check, hero bets $15, both call.

Turn 3, no flush draws. Check, check, hero checks.

River K. Villain bets $60. Fold, fold.

Would bet turn/fold to xr be a better line? I don't bet here vs. the standard low stakes online player. Can't put him on any real hand I can beat. Snap folded the river, but in hindsight the K looks like a steal opportunity if villain is capable of floating in a 3-way pot (this is pretty rare in online 200NL). It's also suspiciously large for a value bet. I think my real question is, what do we assume is the "default" skill level of a low-VPIP 1/2 player?

I haven't played live poker in a while so this is sort of a sanity check.

buy in max, too small pre, bet turn and check turn seem fine. river seems fine

I would fold, leading the river with two players still to act shows strength, villian has to assume fish or hero has a Q or two over cards from flop action. Is slightly larger value bet is compensation for his missed value on turn. Folding is ok here.

With very few draws otf, i suspect neither villian is going to be floating our flop bet very wide here. So for bluffs we're looking to beat like JJ-88 that didn't 3bet pre that he is now bluffing with.

As played, we can't really snap fold this. We'll have KQ, AQ (if we didnt bet this ott), AK, and perhaps some monsters that trapped turn (tho not really sure why we'd do this), all hands that make better calls, but QTo, assuming we're not cbetting a totally nutted range otf, might have to consider calling with. I'd also consider bluff-raising here.
