Poker pokerstars waiting lists

Can you please explain these to me. I see on pokerstars.com, and see tables (nl100) with 6-20 players on the WL!.
I cant really see why.
With so many players on the list, maybe some regs have spotted some fishs but wont you have a different line up by the time you get on the table? (and surely a full reg table coz I don't think fishs will wait on waiting list for 1 hour)
at micro stakes, this kind of things doesn't occurs so much. So why does it happens only at nl25++ ?
