Is three barreling here okay or would you have given up at some point?
Villain is a winning TAG.

At the river I thougt that he will often have some Qx, probably without a diamond, and should fold it.

If I bet the turn I would probably bet every non-diamond river since he will have many 99/TT with diamond that he will call the turn with and fold river.

All his one diamond hands hit and will probably call and even his Q's could call with the odds you give, so if you barrel i would prefer a ship.
Probably give up on turn though since you dont even have a diamond.

Against the TAG (and most players) I hate the preflop reraise with the low suited connectors oop. Just flat call. No reason to put 10% of your stack in bad. As played C-bet was fine, turn card was worth a shot, river =bad. Just give up at that point. He's obviously decided he's not folding as seen by the turn call. Save the $40 and pick a better hand/spot.

count some combos and see if he folds enough of his range and you will have your answer

What would be a better hand for Hero to 3bet bluff?

97s

i'm not against 3betting this hand against players who fold enough pre/otf, but it's not a standard 3bet or anything
