50NL min3bet TP facing 3 pot barrels

Villain is a fish. Haven't seen him 3bet or being aggro before
It seems to me that this min3bet + insta 2 barrels pot is usually a KK/AA when a fish does it.
Is he ever bluffing or overplaying a weaker hand this way. He definitely shoves river as well.
I'm still confused about that hand, but rarely see this play being bluffs especially when fish suddenly become over-aggro.
