i'd usually say this would be the perfect time to slowplay, but this guy doesn't barrel turn that often and if "FCB to raise" means how often he's folding when his cbet gets raised then raising looks good here too (39% seems really low)

as an overall game plan i think calling is better on these types of board though.

Agree, I love calling here and raising the turn with sets/draws etc.

If you choose to slowplay vs. this guy and he barrels the turn (on a brick or overcard), be sure to call again and then shove on the river. If he barrels the turn, he'll often barrel river as well. You don't wanna fold out his air.

Both options are okay. He's not giving up TP here but not much of his range hit this flop. He'll give up overcards, underpairs. When you only call, you let him catch his outs and "thin" value town himself.

Now is certainly the time.

Remember that your set massively blocks his top pair combinations. This weights his range more towards air than usual. You've got to give that larger air portion a chance to barrel and/or catch up on the turn/river.

when you are up against someone competent and cant rep much air with fastplaying
or when villain is more likely to monkey off than to call you down

If I were to slowplay it'd be to call flop and turn and then raise river not to call flop and raise turn. I generally dislike raising turn.

Basically either raise flop or call flop & turn.

Fold cbet to raise 39% over 4k hands is really really low right?

Yeah good time. You block TP and he'll have a bunch of overcards in his range that either improve to TP or to a bluffable gutter and so forth or just keep bluffing because he has two overs.
His stats seem ok for it as well but his fold cbet to raise is low so maybe he likes to playback/call raises light etc...I think if we would be OOP I'd like a raise more than slowplaying because he'll call us wideish IP imo
