Because u dont want to get 3betted by them. They will have a little amount of money behind and will bet almost every flop, killing your positional advantage.

I played some shortstack plo and can tell you that i limped all my premium hands. The idea was always to see a raise after me (hopefully at least one caller) and then pot pre and pot flop. Easy life.

If you get 3bet by an shortstack you don`t get the odds to play profitable against him because SPR goes down and the shortstack can`t make much of an mistake preflop.

Shortstackers ofen play hands that have good playability. 3betting is not worth much against shortstackers in position because they will be very aggressive on the flop anyway. They don`t have much to lose and and do not need much equity in a 3bet pot on the flop. They don`t really care about position but you have to be scared to get reraised on the flop with your cbets...
