Villain is a reg on the tighter side. I think he would bet the flop with 45+ and he is checking back to turn equity, I think his turn betting range has a lot of wraps with pairs and we have a load of blockers to him hitting so could check raise which he will call a lot.... but my thinking is you could bet the river half pot on any 8 or lower (more than half the deck) or make my hand.

If you think he is betting 45+ on the flop I think we can argue for betting into him OTT and maybe continue on like you said, 8 or lower + when we hit J or T and sometimes bluffcatching some cards when we block straight?

This is kinda a way ahead / way behind spot OTT for me, so I think we should just x/c. We also block most of his strong wraps as you pointed out. We are not repping a lot with a x/r now so it might be tough for us on rivers. He even could have slowplayed KKK (he should mostly bet this flop with any hand)

I guess a c/r here vs a tightish reg is OK. There are some straight draws but I don't think a reg is calling a c/r with pair+gutshot very often and you also beat many of those draws already. So I don't like a river follow up. Just make one big c/r to get random Kx or AA to fold and then shut down.

I think you can argue for betting turn or x'r and maybe x'c vs some looser regs
Personally pref x'r since we called BB and have many worse hands we can lead
