I find myself in this spot often and I'm not sure whether how often peel on the flop especially when OOP.

At these stakes I find myself multi-way flopping a bare str8 drw or middle/top set on a flush draw board.

When facing a bet what's your general strat with SPR over/under 4?

They're two totally different situations and even so there is no such thing as a general strategy because your optimal play is going to depend on a whole host of various factors.

to the OP: rather than generalizing (and doing it wrong like lumping together str8 draws and sets), try to think this through in a strategical way:

- what's my range on flop? what's villains range? --> who gets to rep stuff?

- how does my gameplan change being IP vs OOP?

- how should I play this in regards to SPR? --> are there implied odds/reverse implied odds?

- what's the level of thinking of my opponents? are they overvaluing non nuttish hands in multiway pots? ---> implied odds increase in case they do

Well I did mention OOP and multiway. Say from the blinds or UTG. I myself generally believe that a majority of players will gii on the flop with flush draws when the spr is under 4 and it's multiway. So because of that I almost always c/f bare str8 draws on the flop with that SPR and c/c higher spr assuming no raise..

Let's assume no HUD (player stats).
