As for the river, I have two conflicting thoughts, given that he likely knows you missed the flop:
1. He puts you on an overpair, so he's betting small on both streets try to encourage you to bluff-catch.
2. He figures that as you've missed the board a small bet is as likely to get you to fold as a bigger bet, so he gets a good price on his bluff. When you call the turn, you look like you have a draw, most likely a flush draw. All the draws miss on the river, so the river bet sizing is probably chosen to get you to fold all the missed draws; again, a smaller bet is as good as a larger bet if you have no showdown value.
I've not played tourneys so I don't know how the general dynamic would lean towards one or the other. Would a competent player take the bluff line first hand into an unknown, though? I wouldn't expect that to happen frequently in a cash game, but it might be different in a tourney. If he doesn't know anything about you, you could be opening 30% UTG.
