is it just the turn sizing from me that is poor in this? I didn't feel like it at the time as I felt I would rep the flopped straight vs a relative unknown. The river was real surprising but I am at the top of my range here and J8 getting there just seemed close to impossible.

Bet turn bigger. (15BB's) Bet river bigger also. Your bet-sizing in general seems way too small. Even flop should be bigger.

No idea why you are betting so small OTR. The only reason to do so would be to induce.... and well, if that's the case then you shouldn't be asking whether or not to call the river.

bet much bigger on flop/turn - goal with your hand is to make them fold and your sizing is just begging for them to call

ez call on river given how rare it should be for him to have J8 (what j8 combos call flop? not many) and the fact that u bet small may have induced him to go bananas this time
