You can't bet the turn because 2 calls should mean something
You can't call the turn because you have something like 7 outs, 3 of them to probable split, 4 of them without implieds. You don't have SDV.

I would bet flop and check turn but not sure whether it is best to c/c or just c/f? Would you c/c turn then fold river if the SB folds on the turn?

Good point but I see people at this level betting 2 streets then checking river with all kind of weird hands

I would avoid playing that hand any further based on the turn and flop action. As stated previously you are drawing to a thin margin.
