OTF its c/f for me coz he bet big. If we are more deep like 150+ think its ok to c/c (not so sure about that).

I'm new to PLO, never mind 6 max, so take that into consideration. Having said that, I'm not a fan of the PF play. Being utg, that dangler is a hindrance and the fact that we're struggling with this flop shows how being non-nut double suited doesn't make our hand any sexier.

We raised utg and got popped by CO. With a dangler and no nut suits, I prefer to fold rather than call and play oop. That might seem weak, but it beats calling and c/f this and many other flops.

Preflop is completely fine.
Flop is a fold against most players. Taking into account positions, his 3betting range should be even tighter.

If the table is a passive table I could maybe see a raise. With medium strong hand like that I would prefer to fold or limp and call a raise depending on who its from and what position they are in.

At plo 25 most folks don't fold for 1 raise and a lot wont for a 3bet. I think all you are accomplishing with a raise is building a pot OOP with a medium hand which for me make decision making later in the hand harder and riskier.

As played I probably fold. Are you really looking to stackoff with that hand and board?
