I'm lost in every single street. I think the optimal play would be to jam the flop.

Why would you jam the flop with a gutter+low FD with someone behind you? I reread this hand like three times thinking maybe you have more equity than I see but you really don't. Your hand is weak and maybe if you can make an argument for calling the flop, the turn is a clear fold. You are 40% against 95**, doing even worse against overpairs+FD, and really only stand up well against a hand that is 678*. And you block 78, so that makes the only hand you actually beat more unlikely for him to have.

Flop is thin with a player to act behind.
OTT I would say he has 99 most of the time (some people love to limp call low pairs) and its a fold.
