With an SPR of 1 and an SPR of 1.6 with each player it's going to be hard to find a fold here regardless of villians range. Just some basic math here but if we give each villian a range of top 50% we have 60% equity. With that low of an SPR you really can't ever be folding there. They shouldn't have that many twos like you said. If we just give them a range of literally any 4 cards, then we have 47%, also a mistake to fold SPR being that low. You just have to go with it.

On the plus side we are printing money against his specific hand in the long run. He called with about of as worse hand as he could in plo. He had 26.8% equity heads up against you, pushing that equity edge by 3-betting is great for us long term.

There is just a ton of variance in plo and you are going to have to get used to it. You just can't be results orientated. If ever plan to move up you can be afraid to make the correct move and then lose your stack. If you can't do it at plo5 you won't be able to do it at plo100+ either when the money starts getting much larger. This is why we play with proper bankroll management so we can get through these kinds of situations or if he calls with no 2 and spikes a 9.

My winrate is around 10bb/100 and I play around a 20-40BI BR pretty comfortably, depends on your winrate, your standard dev. and if you can afford to deposit from your liferoll if you go busto.

If you don't want to redeposit that is just not enough bankroll. You are just going to have swings even when winning quite a bit. It's not uncommon to have a 10bi swings in a 5-6 hour session, sometimes even multiple. 20-40bi just isn't enough. If you are having swings of 25% of your bankroll things just aren't going to go well for you. That winrate is nice and all but that isn't going to make the swings less. You can't hit the long run if you don't last long enough. I'm playing plo10 and plo25 with about 650 roll on my online account right now but my winrate at those stakes is much higher than 10bb/100 and I realize that I will most likely have to re-deposit at some point unless I run hot and I'm ok with that. You just need to realize that that is too few of buyins if you are against putting more money on the site.

Work on your game and play winning poker. If you're a winning player then a 800 roll will be good for plo10 and some plo25 (this will depend on your winrate). If you're a losing player then no bankroll will be enough in the long run and you'll have to redeposit to keep playing.

So yeah, focus on playing winning poker/becoming better and BRM will almost handle itself, as long as you aren't careless.

Correct thinking is what Darkfangs said. This isn't a spot you can use reads or figure out their range, this is a math spot. The low SPR coupled with having what is the best hand on this flop the vast majority of the time, you can make an unexploitable flop shove. Taking your AA, KK etc. and shoving these low lock-down boards (i.e. boards that are hard to connect with meaningfully and continuation ranges are narrow) you will be making money in the long run. Guy had a 2, bad luck, onto the next hand.
