We're so rarely going to have anything other than an over pair/over cards, that we shouldn't be betting this turn ever. This board hits his range more often than it hits ours, which he will most likely be aware of. So, although he doesn't have a significant range advantage, he can get to the river with all decent equity hands and a number of floats, all of which will put us in a very tough spot on close to every river.

A4, 46, 4678, any 2pair combo. You should definitely fold river, but I wouldn't c-bet flop. x/call, x/call >> bet bet just as that way we keep all of villains bluffs in range. KK, QQ in villains range have more confidence than if you bet in to them.
A4567ds and 4567ds are both far too loose to open UTG tbh. This flop is a very standard cbet imo; checking flop and leading turn is insane. His hand is a bluff catcher because all he can beat is a bluff. The question is whether he should use it to bluff catch.
The second paragraph honestly didn't make any sense to me at all, so I can't really comment on it.
