fishing in PLO

When playing micro stakes NLHE the basic strategy is to find a fish (someone that plays vpip 30+) and value bet them till their broke. If they raise on the river, fold.

Is this similar when playing PLO? In hold'em the value bets can be made with marginal hands and you are OK more often then not. In PLO there are so many more sets, draws, and 2 pair hands. Does this strategy work in PLO like it does in Hold'em? If not what is the basic PLO strategy for exploiting fish?

the best thing I see often is poor starting hand selection of fish leading to weaker made hands when stacks go in. Under sets, flushes, straights, dominated draws, etc. Use position and open your range, if you can read handstrength/betting lines you'll be able when to identify times to value bet the fishes.
