A typical 3-bet range is going to be 8% overall no position in particular, a reg is going to have a wider range 3-betting button opens from the blinds. You never really put any stats in or reads so I'll just guesstimate.

    ProPokerTools Omaha Hi Simulation
    600,000 trials (Randomized)
    Hand Pot equity Wins Ties
    Jc8cqhtd40.22% 235,77411,127
    12%59.78% 353,09911,127

This range gives us 40% so easy call pre. Your good so far, especially with position.

    Flop:

    ProPokerTools Omaha Hi Simulation
    600,000 trials (Randomized)
    board: KT3
    Hand Pot equity Wins Ties
    Jc8cqhtd41.68% 241,01718,135
    12%58.32% 340,84818,135

We hit middle pair plus an OESD which is not bad. This leaves us with two decisions, either shove flop or call and play turns. There is a flush draw out there where we don't have a single blocker too as well. If this board was rainbow or had clubs I would be snap shoving. Since we don't have spades or any backdoors to speak of really I'd probably just flat and play turns. Overall shoving isn't really that big of a mistake, against a bad reg you could get them to incorrectly fold Aces without spades or any gutters.

This is a pure math spot so I highly encourage you to play around in PPT or odds oracle/juice.

For the flop calculation to be accurate we'd need to assume villain leads 100% which I don't think is true. But the percentage is very close to that.

I'd also prefer a call and see what the turn brings.

If the board was rainbow I think both shoving and calling is ok but I still lean towards calling.
