With a hand like this, you need an enormous equity advantage to shove with no fold equity. I added every 9-high straight, every hh & dd combo, and every set to both players' ranges, to form an upper bound, and that got us up to 40%. It's very unlikely you'll have that, to say the least.
The river is highly player dependent, coming down to what the flop bet means. Ruling out sets makes this a call; there's going to be enough 96+hh. But including sets (even just 88) means you have to include numerous flopped combo draws and other hybrids with worse hearts to get to a call. You probably have substantial idiot equity no matter what, so I don't hate a call, but it seems to be leaning more toward a fold.
