Beginner question on reopening the betting. Beginner question on reopening the betting.

First PLO post on a hand I read and don't fully understand:

"UTG raises to $2, MP raises to $7.50, 3 folds, Hero calls $6.50, UTG raises to $30.50, MP raises to $43.20 and is all-in, Hero calls $35.70, UTG raises to $173.30, Hero calls $130.10"

Why does the allin reopen the action to UTG even though it was less than a minraise?
In NLHE UTG can't raise after the allin (full bet rule), why is this different in PLO?

That is indeed where I read it. It kept bugging me and everybody seemed to focus on the bad play that followed so figured I'd ask again So on PokerStars the allin wouldn't reopen the betting? Ok, tnks.

Correct.

You can actually use this to your advantage if you want to cbet a flop but not get check raised by someone who has checked in front of you, assuming the shortie to your left goes allin to cap the betting. Forces the player who checked into a call / fold where they might have tried to isolate had you checked.
