You need ~36.4%. The looseness of villain's preflop range is an important contributing factor as well; against 7%-35% you are doing much worse.
That might be pretty optimistic -- 9x shoves can easily be weighted more towards A9/K9, and there's no reason >0 22/66 combos can't check-jam.

A9xx and K9xx with four individual ranks would be clear calls against that range. >50% of OP's 9x+ (including boats) will be at least as strong as K9xx with four individual ranks.
