Because everyone who can call called already, so there's no one to invite in anymore. You're not getting 2 streets of value if you flush over flush someone anyways (unless they're terrible) so you might as well bloat the pot for when it happens and take the fold equity for when it doesn't. If they will pay off turn+river when you hit then by all means call.
Moreover, with the A+GS, we have so much equity vs sets we don't mind getting our stack+car keys in the middle if it happens. Raising would be terrible if BB only lead monsters though but you mentioned no such read.
Also, from a balance standpoint (lol 25 PLO, but it'll matter higher up) if you don't raise this then you only have sets or a raise/fold 2pair when you raise here.
