$1 PLO combodraw in limped pot vs strong line

Villain is a weak player, playing 86/21 over 70 hands, with an aggression frequency of 24 (19/78).
I have a note on him that he bet and just called a pot sized raise on a drawy board with mid set and top set blocker, with no straights or flushes present and no redraws, for 100bb.
How do you react to his flop raise?

We've got 45% vs 2p. We block top set but he does prolly have 55/22 in his range.
If he had more behind, like 100bbs deep I'd say it's a clear call cause there's some turns we can get funky on & crai. Like if we turned top 2 or turned another gs plus we might have FE on a K/J vs 2p which is great.
As it is if you think he ever raises draw otf I'd get it in, I'd probly get this in. You're just too golden vs 2p & other draws.

Wrong, NFD plus guts plus top pair and overs is well over 50% against 2 pair

The only hand we fear is set. We are favourite vs over and flush draw with gut, we are favourite vs the majority of 2 pair combinations..
