Why was this not called a string bet raise?

About 5:20 in, Habbib puts in the call, reaches back and adds chips to make it a raise. He doesn't appear to say raise ... Maybe it is bad quality, but I saw this last night and was surprised it was allowed (I realize it is old, but I was watching old episodes).

He never removed his hand from the first stack of chips. In order for it to be a string raise, he would have had to pull his hand back to reach for more chips.

However, in this case he would have been allowed to go back as often as he wanted. As he was cutting out his first stack, he announced "300".
