I've put the ???? at my last decision point, but would welcome comments, particularly on sizing, at any point during the hand. Not sure how to react to these very small donk bets. Should I try to go in over 2 or 3 streets here?

This tiny bet usually means 2 things: either "I caught a piece and I am not folding" or "I flop huge and I am trying to get you in". Does not look like the 2nd scenario though.
At this point, you should already know what kind of opponent you are against.

I think bet sizing before flop and on the flop are ok.
I think on the turn either calling it down or shove.
Calling is ok. but if SB jam the river , you will be in a tough spot.
I prefer shoving here. Your hand is good but not great. You already have 30% of your stack in there. You might get called with Qx (or even A9, Ac10c). I am happy to take the pot at this point.

I think Q8 would be a bit different from 98.
98 wants to get in quicker, even though we may fold him out more.
Nothing worse than "slowplaying" 98 and finding the board pairs 4's otr and we lose to Q2s.

I think calling turn isn't a good option with ANY value hand, as we need to make a relatively huge bet otr to get the money in, better to spread it out, and get value from draws - which may be the cause of this small donk line ie set his own cheap price to see the next card.
Also, whilst his range is likely pretty weak, there are still plenty of cards which either significantly de value your hand or at best are action killers.
Cliffs-
Your hand is vulnerable, the board is dynamic - draws will pay so lets gii now.

I'm a beginner so my opinion probably isn't worth much, but I'd jam here. If he happens to have JT, so be it. It's either that or he is on a draw (spades?). I don't want to see a spade/ten/the board pair on the river plus the villains I play with will usually pay you off here with Qx.

As for sizing - I don't know. I'd probably make it ~230 before the flop but that's about it.

I did get a PM saying I should go a touch bigger on the flop. My raise is only 43% If I'd gone to 500 (57%) I would be better placed to jam 1270 into 1500.

Since you play without a HUD and have no information on your opponents, I'm wondering do you always minraise if you plan to play and it's folded to you on the button? Otherwise I'd always be afraid of several of the players behind calling.

Perhaps you vary your sizings depending on the seat? My norm is 2.5x and 3x+ if I have a premium hand (the fish will gamble when the stacks are deep, they see the raise in chips rather than blinds) - is this standardish?

In this hand BB is sitting out so even a min-bet is like 4x the SB.

Another reason is a bigger bet would set up a reshove.

Yeah! You want to consider future streets when making raise sizes in spots like these. How often do we find ourselves on turns or rivers with like 1.3x pot left and go "oops should have bet more before this lol." As for turn play I definitely prefer a shove as this board is volatile and if villain were to donk jam a club, Q, T, or J river it would be upsetting.
