The SB is very short, so I would be best to just flat his raise? or a shove is better knowing that he can only pay with a very tight range?

I would shove back. He is stealing blinds imo, he thinks you wont shove back wide, because of shorty. Also he wont call you wide because of shorty, so easy push for me.
