Is this a standard call by the villain on the BB?
I run this through holdem resources and if i understand it correctly it's a fine call, although, i'd be sure this would show as a clear fold if i did the ICM quiz in pokertracker4.

BB is a reg and the button is a fish. The payouts are 65/35

PS. this is my first post - be noice

Standard call, Nash Range is 55+ A3s+ A6o+ K8s+ KTo+ QTs+

He also knows that you probably won't shove TT+ and AK there, and might not push marginal hands, so I think this is the range I would call in that spot vs a reg.
Against a fish I would be calling much tighter, more like 55+, A9o+, A8s.

In general, for 15 BB you can also play a wide minraise/completing strategy in this spot, but with QJs vs a reg here I would jam too, it's a very profitable jam and it's hard to get more EV playing the hand postflop out of position.

Some reasons to widen up his calling range: He would bust a reg and be HU vs a fish, where he would have a substantial edge. Also, he won't be able to shove wide into the bigstack, and you can keep shoving lose ranges into him every hand, and it's getting worse and worse for him.

Why I still wouldn't widen the range here too much in this spot: There is still a fish on the table who will keep making mistakes in a lot of spots.

As above A9 standard call.
Only thing I'll add is, villian needs to 3b wide (PROVEN by stats or weak hands showndown)
or be very aggro post for me to jam this.
Jam is better than fold, but I think limp and 2x can both be significantly more + ev, even v reg. We make by eith limping or min raising we make him cap his continuing range in such a strong way that it will be veru hard for him to stand up to pressure in a spot where we can easilly rep a WAY stronger range than he can ever have. QJs doesn't look amzing strong, but once you take out the top 25% of jis hands and see his range to continue, all of a sudden it looks pretty nutty, especially considering all the cards that we can rep if they come that he really can't
