If you think he steals a lot then he either folds 90% of the time - in which case 3b is +ev with atc - or he calls more often, which means half of his calling range will be behind AJ anyway.
Also, by 3 betting here, even if he folds, he'll likely slow down stealing your blinds which will be great for all the times you don't have ahand as good as AJ

I would have 3-Bet him preflop to 850-900. After you 3-Bet preflop the hand will likely play out in 1 of the following 3 ways.

A rational player probably has to fold K9s, even though he would be in position. This is a good result. You win the pot without seeing a flop. You could also 3Bet shove, but you are probably only getting called by pairs and strong Aces. Your 3-Bet allows the Villain an opportunity to make a mistake with a worse hand.

If Villain is capable of getting it in light preflop, then we must call his preflop 4-bet shove after we make a 3-Bet.

If he calls your 3-Bet preflop, you can bet half pot on the flop, and call his shove.
